Nothing seems to be working, all the DLC is completely downloaded, just not installing. Continue this thread. People seem to have these problems if a game is from a different region from dlcs. City That Never Sleeps is only an access key that makes the rest free on the store, but you need to have The Heist and Turf Wars installed as well.
Turns out even though games are region free if your copy of a game is from a different region to the marketplace you are on, you will be able to purchase DLC for that game but wont actually be able to install it. Which seems pretty messed up! On the back of the Spiderman box, where the globe is, it says 'all' however oddly it turns out my copy of the game is American it was a gift but I am pretty sure it was purchased in the UK.
Also the back of the box has a code which indicates its American. Apparently this isnt a new issue and according to Google has been going on for some time. Anybody have any ideas or suggestions? I have already put a refund request in for the DLC. Anything else I could try to get it to work before that request goes through would be very appreciated!
I did try using my American PSN account but sadly this did not work and I would need to repurchase it on this. Unfortunately I cannot make any purchases on it due to not having an American Paypal or card.
I would be willing to transfer someone based in the states 20 doller's up front if they could purchase a PSN credit gift voucher for that value, I would be able to plug the code in. I dont know if thats allowed but I guess I would be the one taking the risk and I hope I can trust people on here!

No need to repurchase. Riversands said:. It's because some materials inside the game varies among the countries. With much more difficult stealth missions as well as many more exo-skeleton-wearing henchmen, it seems like Insomniac really heard the fans calling for more of a challenge.
And last but certainly not least, the suits. Most specifically the Spider Clan suit. Unlocking the vintage suit in the main game was probably one the most satisfying moments of the entire game unrelated to the story.
Fans of the vintage suit from the main game definitely have an excellent reason to pick up The City That Never Sleeps. Pokemon Unite is falling far behind the competition when it comes to the metagame, cosmetics, and fun events.
